04/13/2021 Deferred Compensation

Mark, City of Santa Barbara

Hi All,

Santa Barbara is in the midst of updating its Deferred Compensation plan for the employees. Does your City allow an union employee to particpate in the daily Administrative operations of the Deferred Compensation plan? 

Currently, the administration of the deferred compensation plan is run by the City Administrator. Staff recomends a few changes to the operation of the plan, including City Council delegating the daily adminsitrative operations to the Finance Director and 2 qualified management positions. One of the employee bargaining groups demands that Council expand the oversight committee to include a union member.    

Does your City allow union staff to participate in the management of the plan?

Mark, Payroll oversees the daily operations, but we have a governing board that makes decisions re: policies, investiments, etc. The committee consists of the Assistant CM, Finance Director, Management Services Director (me), the City Treasurer, and three representatives from the labor groups. The City's six labor groups rotate the three board spots on a periodic basis (maybe one or two year terms, I can't remember).

Daily administrative duties in Palo Alto are handled by HR and Administrative Services/Payroll Accountants -all are Management employees.

Palo Alto does have a DC committee who are nominated to participate by City employees with staff liasons from HR and Administrative Services. The committee mainly reviews plan offerings, customer service, education and hardship requests.

Yes, it is SEIU making the demand.

Our current committee consists of the Finance Director, Asst. City Manager and Asst Public Works Director. There has not been any discussion about a union member participating on the committee. 

Are your employees represented by SEIU?
