Each city is a little unique in this regard. If an entity is using the library for non-open meetings, generally they should complete the facility rental agreement which should have minimum insurance requirements of something like $1M GL, naming the city as additional insured. Some cities waive this. Others really focus on entities like 'friends of the library' and understand there is risk, and require insurance (sometimes including WC).
