CSURMA AORMA Benefits Program Overview

Content: Established in 1979, CSAC Excess Insurance Authority (EIA) is a risk sharing pool dedicated to controlling losses and providing effective risk management solutions. EIA  is a member directed pool serving California public agencies. Membership in Property & Casualty and Employee Benefit coverages includes 95% of counties, 60% of cities, as well as numerous school districts, special districts, housing authorities, fire districts, and other Joint Powers Authorities. The CSURMA AORMA Benefits Program accesses CSAC EIA Programs through the CSURMA JPA. Employee Benefit Coverages Offered to AOA members through EIA

  • Medical (EIA Health - Anthem and Kaiser)

  • Dental (Delta Dental)

  • Vision (VSP)

CSAC EIA – EIA Health

  • EIA Health is a self funded Medical Purchasing Program offered to Counties, Cities and Special Districts since 2003

  • EIA Health Membership includes approx. 34,357 employees as of January 2019 and is growing

  • EIA Health has a risk sharing agreement with another JPA, Self-Insured Schools of California, offering a combined risk pool of over 300,000 members and is the second largest purchasing coalition in the state of CA after CalPERS

  • Both Kaiser and Anthem are offered with HMO and PPO offerings

  • This partnership has created:

    • ​Greater volume for wholesale pricing on administrative costs 

    • Financial stability through balanced renewals, with less year-to-year rate volatility

How it works & Value Add:

  • Plans available through CSURMA AORMA Benefits Program:

Anthem Medical – HMO / PPO (High / Low) / HMO Limited Network options + Medicare Retiree PPO - Kaiser Medical – High / Low options + Medicare Retiree HMO - Delta Dental – 3 DHMO + 3 PPO Plan Options - VSP – 4 plans ranging from least rich to most rich - Hartford (Life & DI)- currently not through EIA; custom plans available

  • Each Auxiliary selects from the set menu of plan designs with each carrier

    • Groups with 2 – 50 enrolled can select one (1) plan from each category (1 KP, 1 Anthem HMO, 1 Anthem PPO, 1 DHMO, 1 DPPO, 1 Vision plan), plus retiree plans

    • Groups with more than 50 enrolled, can offer up to two plans from each group (except KP, which is limited to 1 offering per group)

  • Rates for new Auxiliaries* wishing to enter the pool will be fixed for one year periods, so no auxiliary-level marketing will be required (fast quotes + easy implementation)

    • Book rates are based on geography (Northern / Southern CA)

    • Exception for existing Kaiser groups, who will be subject to Kaiser’s first year ‘break-in / break-out” policy

  • ENTRY / EXIT: Plan Participants (Participating Auxiliaries) who enter the pool are committing to remaining in the pool for 3 full plan years (Jan – Dec). Plan Participants who exit the pool will not be able to rejoin for one full plan year.

    • Carrum Health: Surgical Benefit for PPO participants with $0 Copays at Centers of Excellence.  Surgeries offered through Carrum: 

      • Hip / Knee Replacement 

      • Cervical / Lumbar Spinal Fusion 

      • Coronary Bypass Surgery

      • Bariatric Surgery 

      • NEW: Shoulder, elbow, wrist, hand, ankle, foot, spine (April 2018)

  • Wellness Dollars from participating medical carriers (Anthem, Kaiser)

  • Online Benefits Administration services for groups participating in medical (no employee self-service yet)

  • COBRA & FSA Administration included for groups participating in medical
